Salary                                     : - Field Officer                       = $217 and other benefit

Expected Duration of Assignment:             1 year with possibility of extension

INTORCUCTION TO OEC

Operations Enfants du Cambodge (OEC) in Battambang is an organization not-for-profit, non-governmental, not to be part of, or controlled by government or an intergovernmental agency, and not affiliated with any political party. OEC has been working with Orphans, Vulnerable Children, Children With Disabilities, Children affected with HIV/AIDS and the Children living in areas facing difficulties, operating in 11 provinces, Pursat, Kampong Chnang, Koh Kong, Preah Vihear, Pailing, Kampong Cham, Thbong Khmum, Prey Veng, Kratie, Stoeung Treng and Preah Sihanouk Province. OEC is now seeking a Non-Formal Education officer, especially for working in Preah Sihanouk province to improve Education Child Rights and Child Protection.

JOB PURPOSE 

To support the Project Manager in the delivery of several distinct projects in Preah Sihanouk province for the implementation of Smiling Cambodian Children Project (SCC), which requires an enthusiastic, highly motivated individual who can work autonomously and as part of a team. The Field Officer will be required to work with a variety of organisations from the voluntary community sector, education partner, local authorities, mainly with CCWC/CC and health service. The post holder will need to deliver effective, highly competent project support and consistently deliver in a person-centred environment which promotes positive relationships.

MAIN DUTIES

A/ Field Officer

·         Undertake duties as directed / requested by the Project Manager to support the delivery and implementation of distinct projects, which focus on Smiling Cambodian Children (SCC),

·         Track project deliverables using appropriate tools,

·         Constantly monitor and report on progress of the project to all stakeholders,

·         Present reports defining project progress, problems and solutions,

·         Implement and manage project changes and interventions to achieve project outputs,

·         Handle requests for information and data,

·         Contribute the work of OEC as appropriate.

·         Will require to travel to meetings,

·         Make improvements, solves problems, or takes corrective action when problems arise;

·         Evaluate project outcome, impact and collect feedback for next strategically planning.

·         Minimizes our exposure and risk on project.

·         Motivate team to work together in the most efficient manner.

·         Keep track of lessons learned and shares those lessons with team members.

·         Mitigate team conflict and communication problems.

·         Undertake any other duties as appropriate and within the post holder capabilities,

B/ Admin/Project Accountant

·         Coach and educate all staffs on administrative policies, basic documents of OEC and procedures.

·         Implement service excellence standards, including coaching and educating administrative support staff on the best practices of Democratic Governance.

·         Manage branch administration, including branch facilities and provide administrative support

·         Recruit, select onboard and manage administrative support staff in OEC and may manage administrative support team in Associate branches where no Admin Manager is present.

·         Conduct performance reviews and make personnel decisions such as compensation and promotions of administrative support staff in accordance with firm policy inscribed in the by-law, Code of Ethical Principles and Conduct and Complaint Resolution Process.

·         Manage administrative staff scheduling to include: standard work schedules, vacation requests/approval, overtime management and approval of expense reports.

QUALIFICATION

      A/ Field Officer

·         Candidate of Bachelor degree (HRM and Education encouraged).

·         Deep knowledge of Human Rights, Women Rights, Children Rights,

·         Principles of Child Friendly School and Education Approaches,

·         Being used to write report,

·         Understanding of education in Cambodia, particularly in policies, guidelines,

·         Interpersonal communication and presentation skills;

·         Commitment to and understanding of OEC's aims, values, principles including rights-based approaches;

·         Sensitivity and adaptability towards culture, gender, religion, race, nationality and age;

·         Ability to develop positive working relationships with all stakeholders (especially government sector);

·         Practical experience in supporting children with disabilities/marginalized/out of school children to enjoy equal access to good quality of education,

·         Ability to coordinate multiple tasks at the same time;

·         Ability to engage constructively with educational institution and related services,

      B/ Admin/Project Accountant

·         Bachelor degree in accounting

·         At least one year experiences in accounting field.

·         Computer literacy (MS Word, Excel, quick book is preferred, Internet and Email).

·         Able to work voluntarily in case of need.

·         Capable of speaking and writing report in English.

·         Ability to work in a team with patience and flexibility.

·         Able to drive motorbike on difficult roads.

REQUIREMENT

-          Can drive motorbike in difficult way condition.

-          Ability to travel and stay at the target remote area;

-          Ability and willingness to adapt to working condition and respond to time pressure for the success of the mission,
