JOB DESRIPTION

OEC Overview
Operations Enfants du Cambodge is a national non-governmental organization, non- profit, neutral, created for saving, protecting and improving social and economic situation of children with disabilities and children living in poverty, without discrimination based on class, religion, race or political tendency, by cooperating with international and national organizations, institutions of royal government, including related institutions within and outside of the country.

Position Title  :           Program Officer-Swipe Safe project (one person)
Reports to      :           Program Manager
Location         :           Sangkae district, Battambang province
Salary             :           $450

Summary of Duties:

The Project Officer will report to the Program Manager and will be responsible for the implementation of Swipe Safe online safety training activities for young people, parents and caregivers and Child Protection professionals. Providing coordination and support to the local implementing partner such as Community Volunteer and Youth leader with regard to training schedules and quality training delivery. (S)He Coordinates with CP professional in provincial, district, commune, village, schools and all related stakeholders as required. The Project Officer develops activity ToRs, Implementing the identified activities, collects monitoring data, and writes activity reports.

Roles and Duties:

  • Coordinate with local authorities to deliver the program.
  • Coordinate with the Community Volunteer and Youth facilitators and schools for training schedule delivery to young people as well as parents and caregivers.
  • Submit the monthly planning in accordance with project design to Project Manager
  • Conduct monitoring or joint monitoring activities with relevant stakeholder in all project implementation sites.
  • Design TOR for each activity for approval
  • Provide the necessary reports and monitoring data after conducting the activities.
  • Provide solutions and innovative idea for implementing the activities and advise to project coordinator related to project implementation in terrain.
  • Support and mentor Community Volunteer and Youth facilitator to deliver quality trainings and provide innovative ideas for implementing the project activities.
  • Ensure all training equipment (tablets, smart phones, projectors, speakers…) are kept in good order and stored in office.
  • Adapt workplans in response to emerging situations and new requirements.
  • Support in project data collection and other necessary information and report to project coordinator for any urgent matter during project implementing.
  • Regularly discuss project performance with Program Manager and the Implementing partner
  • Demonstrate OEC Values in all aspects of work.
  • The duties listed above may be changed and updated by Executive Director at any time to respond to the needs and new requirement.

QUALIFICATIONS & EXPERIENCE

  • University degree in social work, community development, project management or equivalent academic qualification.
  • Minimum 2 years’ progressive work experience working in community development working with children and youth, and community stakeholders.
  • Proficiency in Microsoft Word, Microsoft ProverPoint and Microsoft Excel.
  • Good English communication skills for both speaking and writing.
  • Previous experience in facilitating training/ Training of trainers or peer education, as well as an understanding of Child Rights, Child Protection, and Youth Development.
  • Proven Interest in social media use and engaging young people and youth organization.
  • Experience working in solid team and build strong professional relationship with stakeholders and partners
  • Able to maintain focus on priorities and deliverables on challenging situation and face of pressure,
  • Demonstrate flexibility, developing alternate plans in rapidly changing situations, uncertainty, and adversity
  • Must be able to travel to the program implementation in the field i,e, target communities.
  • Demonstrate strong commitment to OEC’s mission, vision, values and strategy.
  • Display sensitivity and adaptability to culture, gender, religion, race, nationality and age.
  • Comply with OEC’s policies and guidelines.
  • Experience in project management and implementation, budgeting and financial management
  • Ability to write reports in a timely manner.
  • Experience and knowledge of children’s rights, child protection and UNCRC.
  • Demonstrate experience and skills in facilitation, training, mentoring and monitoring.
  • Be able to develop positive working relations with local authorities and other stakeholders particularly at the community level.
  • Experience working with WCCC, CCWC, local authorities, service providers and local NGOs.
  • The ability to implement and monitor equity for children is highly desirable.
  • Demonstrate networking and communications skills.
  • Have a strong interest in working with children and their family in the rural poor community.

  • Cooperate and support colleagues and be a good team player
  • Demonstrable professional integrity and commitment, especially on children and gender issues, and say no to child abuse.
